When would a pilot make a “heavy” emergency landing without dumping fuel?

When the Qantas Captain Richard de Crespigny landed QF32 the stricken A380 at Singapore he was 41,000 kilograms overweight . After discussing the options with his colleagues he elected to land very heavy because it seemed highly likely that more critical aircraft systems would fail and all on board could die in the resulting accident. He took a computed risk by not flaring the hugely overweight jumbo on arrival and thank God he won.
